HOCC issues pre-penalty notices to owners & operators of ships Bound for Israeli ports

The Humanitarian Operations Coordination Center (HOCC) in the capital, Sana’a, has issued pre-penalty notifications to the owners, managers, and operators of ships en route to ports of the usurping Israeli entity.

In a statement received by the Yemeni News Agency (SABA), the Center explained that ship owners, managers, and operators were informed that their vessels are nearing the ports of the Israeli entity, which constitutes a violation of the naval blockade imposed on the Israeli enemy. This blockade was announced by the Yemeni Armed Forces on 27 July 2025 and took effect at 11:51 p.m. Sana’a time (8:51 p.m. UTC).

The Center addressed these parties, stating:
“In the interest of preventing your company, its entire fleet, and its affiliates from being subjected to penalties, HOCC strongly advises against proceeding toward the ports of the usurping Israeli entity.”

It added: “We will consider the suspension of your voyages to Israeli ports as a first step in your efforts to avoid penalties. This is a serious matter that requires your immediate attention.”

The Center further noted that should the violating companies continue to engage with Israeli ports, sanctions may be extended to include their affiliates. This could involve banning their passage through the Red Sea, Bab al-Mandab Strait, Gulf of Aden, and the Arabian Sea, in addition to potential targeting wherever they are within reach of the Yemeni Armed Forces.

The statement concluded: “It should be understood that these punitive measures are part of our religious, humanitarian, and moral responsibility toward the oppressed Palestinian people. They aim to pressure the Israeli entity to halt its aggression, open the crossings into Gaza, and allow the entry of essential food and medical supplies.”
