The Humanitarian Operations Coordination Center (HOCC) was established by the decision of the President of the Supreme Political Council No. (95) for the year 1445 AH, dated 07 Sha'ban 1445 AH, corresponding to February 17, 2024, and is affiliated with the Office of the Supreme Commander of the Armed Forces and under his supervision, with legal personality and headquarters in the capital Sana'a.
The HOCC aims to contribute to mitigating the humanitarian effects and repercussions (on civilians and civilian objects) in the theater of military operations (air, sea and land), through adherence to Islamic teachings, compliance with international humanitarian law and other relevant international laws and conventions in a manner that does not conflict with or harm the interests of the Republic of Yemen.
In the context of the continuous keenness of the Republic of Yemen on the security and safety of air and sea navigation, HOCC communicates and coordinates with all relevant authorities to clarify the sanctions and standards of the ban in the theater of air and maritime military operations, as well as respond to inquiries and provide advice and counseling. In addition, HOCC grants safe transit permits for vessels, which is an optional service for vessels/companies (that fall outside the scope of the declared ban), and want to confirm the safe transit of their vessels from the Red Sea, Bab Al Mandab, the Gulf of Aden and the Arabian Sea.
