Humanitarian Operations Coordination Center (HOCC)
Pursuant to Law No. (5) of 1445 AH Regarding the Designation of States, Entities and Persons Hostile to the Republic of Yemen which aims to confront hostile actions and practices that harm the sovereignty and independence of the Republic of Yemen and any Arab or Islamic state. States that carry out hostile actions against the Republic of Yemen in any form of hostile actions are classified into the following two levels:

The level One:

(A) States, entities, organizations, groups and persons involved in the following:
  1. Committing war crimes, genocide, or crimes against humanity against the Republic of Yemen or any Arab or Islamic state.
  2. Engaging in any form of aggression against the Republic of Yemen or any other Arab or Islamic state.
  3. Providing support to the usurping Zionist entity in any form.
B. Terrorist groups.
(C) The counter measure to the actions stated in clause (A) of this level is open confrontation according to the principle of reciprocity on a case by case basis.

The level Two:

A. States, entities, organizations, groups and persons involved in the following:
  1. Engaging in any form of racism against the Islamic nation.
  2. Violating our religious symbols and sanctities in any media or cultural form.
  3. Engaging in activities that run counter to our Islamic values and faithful identity in a systematic manner.
  4. Incitement to commit a crime from the crimes specified in level one, paragraph (A) of this article.
B. The procedures and measures for the acts mentioned in clause (A) of this level are to take appropriate measures.
According to Presidential Decree No. (107) of 1445 AH regarding the Designation of the United States of America and the United Kingdom of Britain as two states hostile to the Republic of Yemen, The United States of America and the United Kingdom have been designated as hostile states to the Republic of Yemen at level one (A/3). This designation is based on their roles as supporters, protectors, and sponsors of the usurping Zionist entity, and their involvement in acts of genocide committed by that entity against the Palestinian people.

Designated Foreign Terrorist Organizations

Pursuant to Law No. (5) of 1445 AH Regarding the Designation of States, entities and Persons Hostile to the Republic of Yemen, the usurping Zionist entity have been designated as a Foreign Terrorist Organization (FTO).

Reasons:

  1. Carrying out aggression, siege and starvation against the Gaza Strip.
  2. Committing genocide against the Palestinian people.

Implications of the Designation:

The designated states, as well as Foreign Terrorist Organizations (FTOs), shall be regarded as hostile to the Republic of Yemen and shall be dealt with in accordance with the principle of confrontation.
HOCC shall take the necessary procedures and measures to implement the designation decisions, while the competent security agencies in Yemen shall confront the activities of the designated states and foreign terrorist organizations (FTO), in coordination with the relevant authorities.
